Govt. has not issued when this is going to be implemented, though.

India’s central government is going to set up a centre of excellence for media to train professionals in the entertainment industry, said Information and Broadcasting Minister Rajyavardhan Rathore at the Make in India week.
“Skilling in the entertainment industry is mainly unorganised and we want to create a formal platform for it. We are planning to set up centre for excellence and it will be somewhere near Mumbai,” Rathore said.
The centre will promote animation and gaming industry and will be set-up under public-private partnership.
The government has also decided to fund regional and Bollywood films to help them participate in foreign film festivals. A committee has been formed for this purpose.
“The funds will also entail promotions of those movies at the festivals,” he said.
He also said that a new category of national film award will be presented to the state which gives easy clearance to film shooting.
The ministry is also considering the reconstruction of Central Board of Film Certification (CBFC) in a way that it only does the certification of movies and not censorship. A committee has been formed under filmmaker Shyam Benegal to consider this.
“We held a meeting where the minister (Arun Jaitley) was also present. The rules need to be changed. We want a framework where there is only certification and no censorship. We believe people of this country are capable of deciding which movie to watch and which not to,” the minister said.
To ensure the reach of communication facilities across the country, the ministry is planning to establish more radio stations.
“We are planning to expand the coverage by setting three private FM stations in cities with more than one lakh population and 100 radio stations in those villages where private players don’t want to venture,” he said.
