The Consulate General of India in New York issued a statement earlier today that all OCI applications will not be accepted, until further notice.
As India follows the format of many countries and goes into lockdown mode for a period of 21 days, there are some other restrictions that have been placed on the passport and OCI services here in the United States, too, for people of Indian origin.

The statement also said that this temporary suspension also extends to passport services. According to the statement, passport applications will not be accepted, including mail-in applications until further notice.
The service suspension of these facilities has been taken by the Consulate General of India in light of the existing advisories associated with the coronavirus and movement restrictions in several states. These decisions will be followed with immediate effect.
The consulate has made a provision and the advisory asks that in an emergency situation for those who may require a passport, the applicants are required to send an email to passport.newyork@mea.gov.in.
The applicants are advised to describe in brief their situation and why they would need a passport in an emergency. Once their request is approved immediate next steps will be followed. The applicant will then be asked to complete the application process and mail the papers mail to the consulate.
Other miscellaneous consular services will be continued to be accepted in mail, however, it is advised that applicants can expect delays and longer processing times than usual in view of the existing situation across the country.
The consulate also advises people not to be anxious and in case of any emergency or confusion they can address their queries through the PRAMIT portal on its website.
